The event, moderated by journalist Pilar Marrero, aimed to clarify voting procedures and promote voter engagement ahead of California’s November 4 special election.

Dr. Shirley Weber, California’s Secretary of State, led the briefing. She emphasized the vital role of ethnic media as trusted messengers in immigrant and minority communities, and highlighted the significance of every election—special or general.

“Every election has consequences,” she said. “Don’t give up your power.”

Voting Access and Options

Dr. Weber laid out California’s voting system enhancements:

  • Vote-by-mail: Every registered voter receives a ballot by mail.
  • Ballot drop boxes: Secure, tamper-proof boxes are available statewide.
  • Same-day registration: Voters can register and cast a provisional ballot on Election Day.
  • In-person voting: Available for 11 days leading up to and including November 4.

She encouraged early voting, noting that 2.5 million ballots had already been received. For vote-by-mail ballots dropped off on Election Day, she warned of postal delays and advised going inside the post office to get the envelope date-stamped.

Voter Rights

Dr. Weber reminded attendees that voters have the right to:

  • Request a replacement ballot.
  • Vote in one of nine certified languages beyond English.
  • Bring someone to assist them (excluding employers or union reps).
  • Drop off a completed ballot at any polling location in California.
  • Observe the ballot counting process, with proper boundaries.

She emphasized that ballot watchers are not allowed to handle or read ballots and cannot interfere with election workers.

Addressing Misinformation

Dr. Weber countered common myths, particularly about holes in ballot envelopes. “They’re there for accessibility, especially for voters with visual impairments,” she clarified.

She also addressed a recent ballot theft incident in Sacramento. “Those ballots were destroyed and reissued. If you haven’t received yours, contact our office immediately.”

Voter Turnout and Engagement

Responding to concerns about low turnout in special elections, Dr. Weber reiterated that marginalized communities should vote in every election. “Participation ensures representation,” she said. “People notice when we show up.”

Election Security

Weber confirmed coordination with California’s Attorney General and election attorneys to respond to any challenges. Despite repeated false claims of fraud, she said, “We count every ballot. We validate every signature. We follow the law.”

She underscored that California’s system is among the most secure in the nation and defended the time it takes to count ballots properly.

“There are hundreds of lawsuits with my name on them,” she noted. “But we’re always prepared.”
